World Summit of Cities and Local Authorities
The conclusion of the II World Summit of Cities and Local Authorities will see the adoption of a final Declaration, which will be known as the Bilbao Declaration. This text will be the contribution of the Cities and Local Authorities to the second phase of the process for the World Summit on the Information Society. An elected delegation will symbolically present it in Tunis (16-18 November 2005). The Declaration will also have a Plan of Action in which the Local Authorities will define the courses of action to be undertaken in the 2006-2015 period in order to favour the joint development of the Information Society in their territories, always from a perspective of Solidarity and Cooperation as regards digital matters.

CIFAL Bilbao
The United Nations Institute for Training and Research (UNITAR), in its "International Training Centre for Local Authorities" (CIFAL) Programme, has set up the CIFAL-Bilbao Center with the Basque Government. CIFAL-Bilbao implements, along with UNITAR, the international project for capacity development and training for the Local Authorities of the world in the area of the Information Society. This plan will be presented at the World Summit on the Information Society, WSIS.

CIFAL Atlanta
IFAL Atlanta is the North American affiliate of the Decentralized Cooperation Programme of UNITAR, the United Nations Institute for Training and Research. CIFAL Centers provide training for local authorities, mayors, governors or municipal councilors and their key executives as well as private sector and civil society leaders in the areas of sustainable urbanization and environment, information society, and human, social and economic development.

UNITAR
The United Nations Institute for Training and Research (UNITAR) was established in 1965 as an autonomous body within the United Nations with the purpose of enhancing the effectiveness of the Organization through appropriate training and research. UNITAR is governed by a Board of Trustees and is headed by an Executive Director. The Institute is supported by voluntary contributions from governments, intergovernmental organizations, foundations, and other non-governmental sources.
