The business model includes an anchor-tenancy commitment by the City to AT&T, and the network will support numerous applications to improve city operations and amenities. The public-access model is tiered, including bothad-based free service and a fee-based level at faster speeds. The agreement between AT&T and the City was inked in October 2006.
