Just a decade ago, the Internet threw open the doors of opportunity like no other technology in recent memory. Now Chicago wants to bridge the digital divide through a public-private partnership that would offer municipal wireless at low or no cost. And while the city has not yet reached the Jan. 2, 2007 bidding deadline, the project has stirred controversy among some experts.
