Drawing on lessons learned from the successful
OPSCAN project to point the way forward for
interoperability in public-safety and other sectors
By Shahid Ahmed and Rob Casselman.
One of the greatest tests for any
government is crafting an effective,
coordinated response to emergencies.
With lives often at stake, effective
emergency response requires multiple
government and non-government
agencies working together in
a coordinated, collaborative
environment. That makes achieving
interoperability between their
communication systems vital.
The variety of personnel and
communications equipment
involved makes a high performance
solution mandatory and yet, an
extremely difficult goal to achieve.

Today's IP networked video surveillance systems are capable of providing a far greater resolution, flexibility, reliability and increased cost savings in comparison to conventional analog video solutions. In the past, wireless IP video surveillance has been viewed as an "ad hoc" solution with limited reliability. Wireless mesh networks are changing that perception as more customers implement video surveillance over wireless mesh networks. Robust high performance, low latency and multi-hop scalability enable range and coverage that wasn't possible only a few years ago.

A collapsed structure necessitating both land and water rescue. A truck on fire. Hazardous materials. Triage and transport of patients off the bridge. A major traffic artery blocked. A major disaster on a federal highway crossing a state bridge over a waterway.... A clearer case for the importance and significance of public safety interoperability cannot be made. But what constitutes, and more importantly, what facilitates public safety interoperability?
