01/16/2008Accelerating Application Deployment Over Citywide Wireless
What exactly can CIOs and broadband Service Providers do to accelerate the deployment of applications over citywide wireless networks? The 8th meeting of the Service-Provider Executives and Local-Government CIOs Roundtable at the 15th Digital Cities Convention, in Washington, DC, explored this ever more critical question, especially as expedient implementation of applications for the government mobile workforce and improved services to citizens is regarded as ever more important to business-model and project success. NOTE: W2i is currently observing a reemphasis on public safety, emergency response, video surveillance, machine-to-machine applications (i.e., utility meter reading, parking meters), and intelligent transportation as drivers (among others) over public access, digital inclusion and economic development. See also: One of the core value propositions of wireless infrastructures is its ability to transform delivery of local-government services through low-cost, on-demand access to information and systems from remote locations and mobile environments. Real change is possible in the ways governments enable public safety, public works, regulatory services, traffic management, and interactive communication with constituents. But to realize the promise of Digital City initiatives, effective business transformation processes and value-added application integration methodologies are essential. For their part, CIOs can streamline the application deployment process through the following: - How can CIOs more effectively promote the business value of broadband network applications?
- How can Local Government more clearly communicate business needs and value?
- What are the key contributions of Local government to the application deployment process?
- How can Local Government CIOs mitigate risk associated with creating potentially complex service offerings?
For their part, Service Providers can add application and systems integration skills to project teams. Roundtable participants posed the following key questions: - How can Service Providers proactively accelerate the application deployment process?
- What are the key skills and abilities of application deployment teams?
- What are the key contributions of Service Provider Teams to the application deployment process?
- How can Service Provider Teams mitigate risk associated with creating potentially complex service offering?
Participants then elaborated on the roles that both government and service providers can play in further facilitating application development.
What is the role of government? - Articulate a clear community vision
- Communicate goals and accountabilities
- Promote e-Government initiatives, making government more accessible to constituents
- Improve coordination of Federal, State and Local Government initiatives
- Improve skills associated with grant application process
What is the role of service providers? - Understand Local Government business requirements
- Provide value added services for Local Government
- Develop business plan to generate revenue from a broad range of services
- Focus on the customer point of view, understand what they want to use the network
- Promote growth of industry associations as a vehicle for development of best practices
- Assemble cross functional education and business development teams
- Encourage third-party ROI studies
The group then generated the following summary conclusion in support of streamlining the application deployment process: - Elected leaders must clearly define the vision of the network and communicate goals.
- Industry leader support of strong business and trade associations would increase advocacy of best practices.
- Systems Integrators should assemble cross market (Public Sector, Public Safety, Intelligent Traffic Management, etc.) vendor teams to educate stakeholders and promote a more holistic understanding of value added applications
- Practitioners should encourage University (third party) based studies (articulating application projects return on investment) to accelerate investment momentum.
- Analysts and Associations should create and share application Case Studies that identify measurable return on investment metrics.
- Each of us needs learn from our collective mistakes and take personable responsibility to effectively contribute to project successes.
